Meeting Rooms, Study Rooms, and Policy
The Franklin-Springboro Public Library meeting rooms are available free of charge during operating hours to local non-profit, civic, cultural, and educational groups. The meeting rooms are a community resource, but the FSPL does not endorse the purposes and policies of organizations using the meeting rooms.
• Political campaigning or signing of petitions (organizational meetings are allowed).
• Fundraising purposes or monetary gain.
• Promotion or sale of services (internal staff meetings are allowed).
• Conducting classes for profit.
• Private social events, such as reunions, parties, or receptions.
Read and complete the Meeting Room Policy and Form and return it to the specific library branch to request a reservation. Reservations may be made three months in advance and must be made three business days before the reservation date. Reservations are limited to twice a month and are considered on a first-come, first-served basis. Reservations are NOT confirmed until written approval has been received.
Additionally, both branches have 4 study rooms which are available on a first come, first serve basis. The Franklin Branch study rooms can hold up to 3 people in each room, and the Springboro Branch study rooms can hold 4-6 people in each room.
Conference Room C is able to hold up to 9 people with tables and chairs. There is a large monitor equipped for displaying content from laptops, personal devices, and other video equipment.

Room Details: 70″ display with two HDMI inputs, one USB-C wall input, and a HD video conference webcam.
The Mary Hankinson Meeting Room is able to hold 50 people with chairs and 36 people with tables and chairs. There is a white board and a large monitor equipped for displaying content from laptops, personal devices, and other video equipment.

Room Details: This room features a microwave, sink, 80″ display with two HDMI wall inputs, Barco ClickShare USB-connected wireless screen sharing device, two wireless microphones, podium, two wall-mounted dry erase whiteboards, and a Blu-Ray/DVD player.
The Mary Novak Conference Room is able to hold 12 people. There is a white board and large monitor for displaying content from laptops, personal devices, and other video equipment.

Room Details: This room features a 60″ display with two HDMI wall inputs, Barco ClickShare USB-connected wireless screen sharing device, wall-mounted dry-erase whiteboard, and a Blu-Ray/DVD player.
The Garland Conference Room is able to hold 13 people with tables and chairs. There is a large monitor equipped for displaying content from laptops, personal devices, and other video equipment.

Room Details:This room features an 80″ display with one HDMI input, one USB-C wall input, Barco ClickShare USB-connected wireless screen sharing device, and a Blu-Ray/DVD player.
The Springboro Meeting Room is able to hold 70 people with chairs and 50 people with tables and chairs. There are two magnetic whiteboards and a large monitor equipped for displaying content from laptops, personal devices, and other video equipment.

Room Details: This room features a microwave, sink, refrigerator, 98″ display with two HDMI wall inputs, podium, wireless microphone, two wall-mounted dry-erase boards, and a Blu-Ray/DVD player.
The Franklin Library has 4 Study Rooms that are available on a first come, first serve basis. They can accommodate up to 3 people at a time.

Room Details: The study rooms feature a two-person desk, USB charging pod, and three chairs.
The Springboro Library has 4 Study Rooms that are available on a first come, first serve basis. They can accommodate up to 6 people at a time.

Room Details: The study rooms feature a six-person desk, one wall-mounted dry-erase board, and six chairs.

Legal Aid provides free legal help for civil legal problems including information, advice and representation. Issues they can address include but are not limited to: resolving custody and visitation concerns, problems that interfere with job training or employment, securing protection orders, representing in eviction or foreclosure situations, preventing lockouts or utility cutoffs by landlords, or school discipline removals.
The Supreme Court of the State of Ohio offers many domestic relations and juvenile standardized forms, including divorce and dissolution. All forms are available for download and printing.

The County Law Library is open to the general public and you can be directed by the law librarian to legal information and resources you may need. WCLL is open on Mondays and Tuesdays from 1 p.m. to 4 p.m., and is located at 500 Justice Dr. Lebanon, OH 45036.
Families may visit FASC food pantry once per month. They provide baskets containing approximately 5 days worth of groceries.
SCAS offers a choice pantry for Springboro School District residents with regular shopping hours.
Shared Harvest finds, rescues, and distributes food to people facing food insecurity alongside a network of more than one-hundred partner agencies that include food pantries, soup kitchens, and shelters throughout Southwest Ohio.

The Literacy Connections program helps Warren County adults improve their reading and comprehension skills. The program supports learners at various levels, and is designed to meet their needs and goals.
WCCC’s Adult Technical Training Division is fully accredited by the Council on Occupational Education (COE). Their Atrium and Main Campuses include state-of-the-art labs where you can learn the trades from industry professionals in a hands-on setting, in addition to their traditional academic classrooms.
OhioMeansJobs Warren County helps connect job seekers with employment opportunities, education and training resources, and other supportive services. Their free services include assisting with job searches, resume writing, accessing training programs, and more.

The Warren County Department of Human Services’ Employment, Training and Assessment Classes provide services to recipients of Ohio Works First (OWF) cash assistance and Food Stamps. The purpose of the program is to provide support, guidance, training and assistance to help transition toward personal responsibility, employment and self-sufficiency.
Talbert House offers a range of programs to address the unique needs of our clients, including Crisis Stabilization, the Engagement Center, Mental Health Day Reporting, and Opioid Treatment Program.
Access Counseling Services provides a diverse range of mental health counseling to the community. We offer individual evidence-based counseling sessions for everyday life obstacles and intensive therapy for those not so common mental health concerns for our Adult and Senior Populations.
SCC & RC in Lebanon is contracted by the Board to serve Medicaid clients and those unable to pay. May also accept insurances.

Access Counseling Services was created out of a passion to meet the needs of the underserved mental health and addiction populations. Through evidence-based practices and treatment programs, we serve both the adult and adolescent addiction populations.
SAFE on Main provides comprehensive services to Domestic Violence, Sexual Assault, and Human Trafficking Survivors, including crisis shelter, court advocacy, therapy, and support groups. SAFE on Main also provides prevention education regarding healthy relationships, character building, and sexual assault prevention in schools.
ODVN lists resources for legal advocacy, support groups, counseling, and housing assistance for victims of domestic violence.

The Warren County, Ohio Department of Human Services is the mandated agency responsible for providing protective services for those adults sixty (60) years of age or older at risk of abuse, neglect, or exploitation. Any referral of an adult at risk will be investigated and screened by the Adult Protective Service Worker. The Adult Protective Service Worker work with the adult, family and neighbors to reduce or eliminate any risk and arrange for services to assist the adult to remain safely in his/her home.
Bernie’s Place is an Emergency Shelter that houses up to 14 individuals. Residents can stay up to 90 days and must be both a Warren County resident and homeless upon entry.
SAFE on Main provides comprehensive services to Domestic Violence, Sexual Assault, and Human Trafficking Survivors, including crisis shelter, court advocacy, therapy, and support groups.
Family Promise of Warren County is an access point for anyone who faces homelessness in Warren County. Though our primary focus is to assist families in need, we can offer a safe, alternative for individuals in need of shelter, or escape from an abusive relationship.
Ohio Department of Aging lists resources for Senior Transportation Programs, Public Transit Agencies, Ohio Mobility Management Program, and Non-Emergency Medical Transportation (NEMT).
Franklin Township provides free bus transportation to Seniors over 60, and disabled with a documented disability, to and from doctor appointments, shopping, and other select destinations within the Carlisle, Franklin, and Franklin Township area. Riders may have a caretaker or companion to assist them, but the caretaker must be a minimum of 16 years of age and must ride and be picked up at the same time and location as the senior citizen/disabled resident.
Warren County Transit provides low-cost public transportation for anyone in Warren County regardless of age or income.
Seniors 60 and over who no longer drive can utilize Senior Transportation Services through Warren County Community Services, Inc. WCCS clients, especially those with impaired vision or limited mobility, appreciate the security and independence provided through WCCS Senior Transportation.
UTS offers safe and dependable door-to-door Non Emergency Medical Transportation (NET) services and staff available 24 hours a day, 7 days a week currently serving all of Southwest Ohio.
Non-emergency transportation (NET) is a program administered by WCDHS to provide transportation to and from medical providers who meet the provider participation requirements and are providing Medicaid covered service(s) to individuals who are Medicaid eligible at the time of service.
NET may be available to Medicaid eligible pregnant women to Medicaid providers throughout the pregnancy and for twelve (12) weeks after delivery.
NET requires the use of the most cost-effective mode(s) of transportation that addresses the consumer’s medical condition and timeliness concerns and only to Medicaid covered services that are within Warren County, unless the specific services is not available within Warren County.
The Home Energy Assistance Program (HEAP) assists low-income households with their energy needs.
The Conferences of St. Vincent de Paul Society may provide help with utility bills, rent, medicine, food, clothing, household items, and furniture. Contact the Director of Neighborhood Ministries, 937-222-5555, ext. 124 for assistance.
All utility assistance programs through the Salvation Army are income based. Gross income must be verified for the past three to six months. Applicants must have a shut-off notice or need assistance with restoration of service unless noted otherwise below for the respective program. Assistance is only available for residential customers.
Franklin Area Community Services provides limited, emergency financial aid to qualified clients as funds permit for the following categories: Duke Energy disconnect & water shutoff notices.
SCAC provides limited financial assistance for utility bills, gasoline and more.

This resource provides access to online tests such as the SAT, ACT, AP Tests, GED, GMAT, and LSAT. There are tests for specific careers including: Military, EMS, Firefighting, Law Enforcement, Civil Service, Teaching, Nursing, and Cosmetology. There are also tutorials that can help improve math, reading, and writing skills. A library card is required for home access.
