The Warren County, Ohio Department of Human Services is the mandated agency responsible for providing protective services for those adults sixty (60) years of age or older at risk of abuse, neglect, or exploitation. Any referral of an adult at risk will be investigated and screened by the Adult Protective Service Worker. The Adult Protective Service Worker work with the adult, family and neighbors to reduce or eliminate any risk and arrange for services to assist the adult to remain safely in his/her home.
The Literacy Connections program helps Warren County adults improve their reading and comprehension skills. The program supports learners at various levels, and is designed to meet their needs and goals.

The Warren County Department of Human Services’ Employment, Training and Assessment Classes provide services to recipients of Ohio Works First (OWF) cash assistance and Food Stamps. The purpose of the program is to provide support, guidance, training and assistance to help transition toward personal responsibility, employment and self-sufficiency.
Bernie’s Place is an Emergency Shelter that houses up to 14 individuals. Residents can stay up to 90 days and must be both a Warren County resident and homeless upon entry.

Family Promise of Warren County is an access point for anyone who faces homelessness in Warren County. Though our primary focus is to assist families in need, we can offer a safe, alternative for individuals in need of shelter, or escape from an abusive relationship.
Ohio Department of Aging lists resources for Senior Transportation Programs, Public Transit Agencies, Ohio Mobility Management Program, and Non-Emergency Medical Transportation (NEMT).
Franklin Township provides free bus transportation to Seniors over 60, and disabled with a documented disability, to and from doctor appointments, shopping, and other select destinations within the Carlisle, Franklin, and Franklin Township area. Riders may have a caretaker or companion to assist them, but the caretaker must be a minimum of 16 years of age and must ride and be picked up at the same time and location as the senior citizen/disabled resident.
Warren County Transit provides low-cost public transportation for anyone in Warren County regardless of age or income.
Seniors 60 and over who no longer drive can utilize Senior Transportation Services through Warren County Community Services, Inc. WCCS clients, especially those with impaired vision or limited mobility, appreciate the security and independence provided through WCCS Senior Transportation.
UTS offers safe and dependable door-to-door Non Emergency Medical Transportation (NET) services and staff available 24 hours a day, 7 days a week currently serving all of Southwest Ohio.
Non-emergency transportation (NET) is a program administered by WCDHS to provide transportation to and from medical providers who meet the provider participation requirements and are providing Medicaid covered service(s) to individuals who are Medicaid eligible at the time of service.
NET may be available to Medicaid eligible pregnant women to Medicaid providers throughout the pregnancy and for twelve (12) weeks after delivery.
NET requires the use of the most cost-effective mode(s) of transportation that addresses the consumer’s medical condition and timeliness concerns and only to Medicaid covered services that are within Warren County, unless the specific services is not available within Warren County.
The Home Energy Assistance Program (HEAP) assists low-income households with their energy needs.
The Conferences of St. Vincent de Paul Society may provide help with utility bills, rent, medicine, food, clothing, household items, and furniture. Contact the Director of Neighborhood Ministries, 937-222-5555, ext. 124 for assistance.
All utility assistance programs through the Salvation Army are income based. Gross income must be verified for the past three to six months. Applicants must have a shut-off notice or need assistance with restoration of service unless noted otherwise below for the respective program. Assistance is only available for residential customers.
Franklin Area Community Services provides limited, emergency financial aid to qualified clients as funds permit for the following categories: Duke Energy disconnect & water shutoff notices.
SCAC provides limited financial assistance for utility bills, gasoline and more.
